As there is still no solution as to why I can't run this project under Windows, I will be setting this project to no new work.
The project uses a lot of resources (lots of memory, long running work units, cpu time) and after a quick calculation on my Linux hosts, which can run this project, I have found a poor reward for the effort involved to finish a work unit.
Only getting 14.5 cr/h .
I will check back later to see if things have improved.

Shame as I like the idea of the project but communication is also another issue.
